Billy is a Human child in the Rivington refugee camp in Act Three.

Billy can be found in Rivington playing tag with several other children - Bobby, Elsa and Steffy. He is usually running around near the Requisitioned Barn with his friends and ignores the party if they try to interact with him. Of all the children playing tag in the camp, he seems to be the slowest.
