Flurry of Blows: Stagger is a Way of the Open Hand monk class action. It is an enhanced variant of  Flurry of Blows that will stagger the target, preventing it from using  Reactions.

Description

Punch twice in quick succession and  Stagger the target, making it unable to take  Reactions.

Notes

•  Open Hand Technique: Staggered prevents the target from spending  Reactions, not from taking reactions entirely. This is important since many of the legendary actions given to bosses in Honour mode are reactions which do not cost a  Reaction resource.
• This ability is similar to the  Mobile: Evade Opportunity Attack feat since it disables a target's  Opportunity Attack without a Saving throw.
• This attack is equivalent to two  Unarmed Strikes and is affected by everything that applies to normal unarmed attacks such as  Martial Arts: Deft Strikes,  Martial Arts: Dextrous Attacks, and  Manifestation of Body.
• This attack does not trigger  Extra Attack since it does not use an  Action.
• Additional sources of  Bonus Action such as  Wholeness of Body or  Fast Hands may be used to execute this attack multiple times per turn.
