Small races:

•  Duergar (Body type 1 only)
•  Gnome
•  Halfling

Some ways to become Small:

•  Disguise Self
•  Shapeshift
•  Reduce

Some ways to become Tiny:

•  Wild Shape: Cat or  Wild Shape: Dire Raven
•  Gaseous Form
•  Reduce (If you are already Small).
