Oskar is first found in the Zhentarim Hideout as a captive for ransom or sale due his skill and renown as a painter in the quest Free the Artist. The player may attempt to purchase him as a slave.
If the player purchases him, and speaks to him as if he has been purchased as a slave, he will run away.
If the player purchases him, and frees him, he asks the party for money to use along his way home.
