These boots were available in Early Access. They seem to have been replaced by the Wondrous Gloves.
The Boots of Brilliance are a rare pair of Boots that allow the wearer to replenish one Bardic Inspiration charge once per long rest.
Tiny bells are sewn into the boots' cuffs. They jingle subtly with every step.
